All-Star Game: D. Hemerly complimented participants
on 1996 All-Star Game. The League was
in the game until the last pitch.
Representatives had no comment regarding the actual baseball game or
selection, other than the By-Laws should be clarified regarding voting for
players on one's own team.
The financial report was discussed; D.
Hemerly will inform BML of balance due.
Representatives complimented after-game food. The only problems reported were logistical; beverage set-up, last-minute
changes of door prizes (listed on program, confusing to announcer and fans),
and absence of baseballs. We will
discuss having more people participate in logistics for future games.

Non-Playoff Games Remaining: Tie games
Yankees-East Texas and Milford-Easton will count as a tie game and need not be
replayed. Other games remaining will
not be played by agreement of managers.
By-Laws should reflect games need not be played at end of season, after
sincere attempts to reschedule, if both managers agree.
Banquet: Date

Dinner
will start at 6:15 to accomodate award presentations.
During
dessert, approximately 7:15, award presentations begin.
Bob Ravier will begin the Hall of Fame

time 1/2 hour total.). The 3 Modern Era Hall of Fame presentations will
follow. (time 15 minutes). The League
Awards will follow (time 1/2 hour).
The
D.J. will start immediately following (no later than 9:00).

immediately following awards ceremony.
Ads: Each team
is responsible for $100 in ad money.
This money can be raised from one or several businesses or given by the
team itself. Ads themselves must be
given to Todd Greb at next meeting.

Special
Guests: Jack Evans and
his wife will be invited as guests of League.
Bob Ravier and his wife will be
guests. D. Hemerly will contact Keith Groller about a reporter AND photographer.
Other: Several representatives
stressed that the sound system should be verified
to see if audible on both sides of the
room. Presenters should try to speak to
both sides of the room. Length of
presentations should be appropriate.
Radio Show: Will
run until/including August 25. Prior to
banquet, Bob Ravier will be invited to appear on radio show on August 18
to speak about Hall of Famers. On the
final show, August 25, Todd Greb will wrap up season and discuss final playoffs
and awards. Cost for remainder of
season will be an additional $90 or $120 (Todd will let Jan know).
Umpires: Most
of the rest of the meeting was devoted to a discussion about the umpires for
the 1996 season. Umpire Observers --
where were they? Only a few were seen
during the course of the season. Joe
LaBella reported with late-season rainouts it was difficult to schedule
observers, but representatives noted there were ample opportunities for
observers earlier and few were seen (some teams did not see any). Since this was in the BUA's contract and one
of the strongest selling points in agreeing to the extra money in the contract,
representatives commented vehemently about the situation. Joe LaBella mentioned he was ultimately
responsible and tried to take blame, but representatives blamed BUA, if anyone,
and wanted to rectify the situation for future -- not assess blame for the
past.
Dave Snyder suggested a small card be
filled out for each umpire by each team at a game critiquing performance. These cards could be turned in and tabulated
with results going to the League and BUA.
This would serve the purpose of umpires being able to improve
themselves, with chronically problematic umpires being avoided or banned. The cards were viewed as a positive, rather
than negative, tool.
A number of the participants who
umpire -- D. Hemerly, J. LaBella, and
Mr. Merkel from East Texas -- discussed the stresses that umpires face. Both representatives and umpires agree that
umpires do a difficult and necessary job for minimal pay. Any umpire will make a bad call from time to
time. Representatives stressed they
understand that, and what they are trying to do is have a system whereby
umpires can be evaluated in some fashion -- either through BUA Observers,
through Dave Snyder's critique cards, both, or whatever -- to upgrade
performance and to weed out the few chronic problems.
Joe LaBella also stressed any
representative having a serious problem with an umpire -- examples were cited
of one umpire, of reassigning of umpires, of an umpire chastising fans, etc. --
should call him immediately after the
game so he can deal with the situation, rather than waiting until the next
meeting when it is too late. The issue
of critiquing umpires is a volatile one.
Any representative with meaningful suggestions for the entire League
(not gripes about specific incidents) should prepare a proposal for the By-Law
Committee.
Joe LaBella also mentioned two
situations he wants addressed for the playoffs and into next year: Umpires will not tolerate players yelling
out of the dugout at opposing players on the field. Also, he indicated hit batsmen were out of hand this year. Any hit batsmen situation is the responsibility
of the home plate umpire, and the teams will abide by his decision.
